You have to think about how it might benefit you to have certain AI having better tech. You can ask for more or less the same things, however, you cannot ask for star systems.

Second, favors increase the acceptance rate of certain diplomatic agreements or federal laws by +5 for each favor. The acceptance of diplomatic agreements by computer empires is determined by several factors. The materialistic faction also likes if you have 3 research chords. Empires with fanatical air purifiers can only engage in diplomacy with empires of the same primary species.

I can’t really think of a way to fix this, it’s just an unfortunate fact about sharing tech in this game.
